For more than two decades, Brooks LLC Founder Ross Brooks has played a lead role in the recovery of over $250 million in taxpayer funds under the False Claims Act on behalf of whistleblowers and the government. Ross has successfully prosecuted whistleblower cases against some of the nation's leading medical device manufacturers, pharmaceutical manufacturers and medical supplies manufacturers, hospitals, pharmacies, and others. While many of Ross' cases are against companies in the healthcare industry that have defrauded government health insurance programs such as Medicare and Medicaid, he also prosecuted a broad range of whistleblower cases involving other industries, including defense contracting, construction, government procurement, education, and finance.

Since 2019, Brooks LLC has served as lead counsel in False Claims Act settlements collectively totaling more than $28 million in recoveries. Currently, Brooks LLC represents whistleblowers in more than a dozen pending or forthcoming matters nationwide, and is investigating a number of others. Brooks LLC serves as lead whistleblower counsel in the unsealed False Claims Act litigations U.S. ex rel Nunnelly et al v. Regeneron Pharmaceuticals, Inc. (20-cv-11401) (D.Mass.); and U.S. ex rel Zellner v. Medline Industries, Inc. (17-cv-06316) (N.D. Ill.). Ross has served as outside counsel to unions and counties in New York, New Jersey, Texas and Virginia in the prosecution of whistleblower and pharmaceutical litigation.

Immediately prior to founding Brooks LLC, Ross spent nearly a decade as a partner and practice leader with two prominent plaintiffs' class action law firms, where he helped to build and lead their national whistleblower practices. In 2015, he was named a "Law360 Minority Power Broker." Ross began his legal career working in the defense bar on behalf of Fortune 500 companies in complex commercial litigation. He has performed regularly as a jazz guitarist in the New York metropolitan area.
