Ross Brooks Headshot

Ross B. Brooks has nearly 20 years of experience prosecuting fraud claims under the False Claims Act and other statutes and whistleblower programs. He has been lead or co-lead counsel in whistleblower matters that have generated more than $250 million in recoveries for whistleblowers and the Government. Many of Ross' cases are against companies in the healthcare industry that have defrauded government health insurance programs such as Medicare and Medicaid. He has also prosecuted a broad range of whistleblower cases involving other industries, including defense contracting, construction, government procurement, education, and finance. Immediately prior to founding Brooks LLC, Ross spent nearly a decade as a partner and practice leader with two prominent plaintiffs' class action law firms, where he helped to build and lead their national whistleblower practices. In 2015, he was named a "Law360 Minority Power Broker."

Ross represents individuals in False Claims Act and Dodd-Frank whistleblower matters currently pending nationwide and is investigating several other potential matters. He is also whistleblower counsel in the active False Claims Act litigation U.S. ex rel Stevens v. Atricure (22-cv-284) (S.D. Ohio). Ross has also represented labor unions and municipalities in whistleblower and other healthcare fraud matters.

Ross began his legal career working in the defense bar on behalf of Fortune 500 companies in complex commercial litigation. He has performed regularly as a jazz guitarist in the New York metropolitan area.
